The 2011 PPHP Action Fund Voter Guide is a compilation of confidential responses to our candidate questionnaire, public statements made by the candidate, and/or past voting records, where applicable. We make every effort to contact the candidates in each race and encourage them to complete a questionnaire allowing the Action Fund to rate their support for choice.

In addition to rating the candidates, PPHP Action Fund endorses a select group of candidates who explicitly affirm support for every woman's right to decide whether and when to have a child. This affirmation includes unequivocal support for the legal right to abortion without restrictions, Medicaid funding for abortion, confidential family planning services for women of all ages, and access to contraceptives. The Action Fund’s endorsements are non-partisan.  The Action Fund’s endorsements are non-partisan.

Voter Guide Key

Endorsed: The candidate is endorsed by the Action Fund. It is Action Fund policy to give endorsement preference to pro-choice incumbents over pro-choice challengers, based on their standing record of pro-choice votes.   To qualify for endorsement, a candidate’s response to the questionnaire must be 100% pro-choice and consistent with the mission and beliefs of Planned Parenthood. Incumbents must have a 100% pro-choice voting record.

Pro-Choice: 100% pro-choice. The candidate’s positions on reproductive health and rights issues are consistent with the mission and beliefs of Planned Parenthood. Incumbents must have a 100% pro-choice voting record.

Mixed:  The candidate supports certain restrictions on reproductive health options. Incumbents have a 50-99% pro-choice voting record.

Anti-Choice:  The candidate is opposed to a woman’s right to choose and supports major restrictions on reproductive health options. Incumbents have a 0-49% pro-choice voting record. Any candidate who is endorsed by an anti-choice organization is listed as anti-choice, even if she/he failed to respond to the Action Fund questionnaire.

No Response:  The candidate did not respond to the Action Fund’s multiple attempts to obtain his/her position on important reproductive health care issues.
